Bicycle enforcement programs
Enforcement is important in several ways. First, bicyclists are often the
victims of the actions of others, whether they be dangerous motorists or
bike thieves. And second, bicyclists often break important laws while riding.
A balanced approach to dealing with these two problems is important; bicyclists
should learn that they have the duties of vehicle drivers but their rights
must be respected as well. While we're not police officers, we have worked
with police on a variety of important local projects.
- Created a local computerized bicycle licensing program; administered
program for six years using local retail outlets, PTAs, the University bookstore,
and others as licensing agents;
- Oversaw study of three years worth of bicycle theft reports; reported
results to city administration and local media;
- Helped re-write Montana's bicycling laws and lobby for the changes
with the legislature, the administration, and other groups;
- Oversaw study of five years worth of bicycle/car crash records, analyzing
and categorizing according to Cross-Fisher study; created relevant countermeasure
package for 402 funding;
- Assisted in a bike theft "sting" operation using telemetry
from Telonics Inc.; helped break very active theft ring, resulting in 50%
citywide reduction in bike theft;
- Administered recovered bike room and ran bike auctions;
- Created bike law handouts for officers to give offending bicyclists;
- Taught bike safety workshops and showed videos to beat officers.
