The following are the 5 primary ISTEA2 Goals:

Economic efficiency

The transportation system should move goods and people reliably and efficiently. It should respond to costs and benefits, avoid investment in underutilized facilities, and get the most out of investments already made. System maintenance, intermodal connections, and service gaps should receive priority attention.

Choice

The public should have convenient and affordable access to several options for meeting basic needs. This includes travel by car, transit, rail, bicycle, and by foot, as well as non=travel options allowed by mixed-use community development and telecommuting technology. Access should be available to people of all ages, economic status, place of residence, and physical ability.

Environmental stewardship

Transportation investment decisions can and should contribute to meeting our environmental and public health goals. Our policies should contribute to the conservation of natural, scenic, and historic resources, and should support sustainable community development and growth.

Safety

The transportation system should be safe for both users and non-users. Injuries and other impacts on public health should be minimized.

Performance

The transportation system should be managed to get the most out of every dollar invested. Goals for the system's performance should be established and its success or failure in meeting them should be monitored.
