Bicycle planning and design involves action on a number of fronts. It means,
first of all, evaluating the roadway network -- both its existing elements
and any planned extensions for their "bicycle friendliness." Second,
it requires making changes to particular types of roads, based on their
characteristics. And third, it means providing off-road options where practical
and desirable. Each of these topics will be covered in some detail.
